Explicit consent to what?

the entity,
data access to the registrant,
the purpose,
the recipients,
the retention period,
etc,

are unspecified. 

Is the "explicit consent" to the request(s) made by resellers, registrars,
and registries, does it attach uniformly to "social" data and to "technical"
data, is it "thick vs thin" registry model independent, and finally, is it
the same "explicit consent" to EPP-external applications, such as whois:43?
