I have not been following recent discussions, so apologies if this has
already been addressed....

Does the latest version contain parameters for passing from the
registrant, via the registrar, to the registry, or other parties, explicit
consent flags?

The reason is that "explicit consent" is likely to become increasingly
important.  In the WHOIS world - rights to publish data, in the ICANN
world - request to join the AtLarge membership, with regard to applicable
use (sorry terrible term!) as to eligibility/membership/associations, and
in light of the horrific events of Sept 11, the registrar (and Registry)
community may (in the future) be subject to specific undertakings (under
law) and need legal safeguards by offering explicit "opt-in" (or opt-out)
provision to limit the scope of their liability.
