IMHO, the thread is converging on this position: We want to pursue the document. Further, the document needs to cover the technical rationale of why rev-maps are necessary, or are just a good idea, or are just window dressing. (Along with addressing other concerns Robert Elz mentioned.) If the document justifies the need for rev-map, then this is a BCP.
