[My sentence was ambigous. I restate it: "An EPP server which does
*not* accept on-the-wire espaņol but accepts on-the-wire espa&#241;ol
is *not* a compliant EPP server."]

In that case, it <rfc num="2119">MUST</rfc> rejects espa&#241;ol as
well.
