Joe,

What about the inversion on the requirement as a MUST without the only.

"... the IP addresses MUST be present in host attributes if the host
name is subordinated to the containing domain object ..."

This way it's compatible as Jaap described for .NL and solves the glue
problem were it's explicitly needed.
