    Who is responsible for the content if the Registry is not? Will each
    Registrar instead be responsible for his part of the database?

The registrar should provide the correct data to the registry. If
this change (change of address, phone number or whatever), it should
update the data accordingly.

    What then if a customer moves from one Registrar to another?

There should be a way to enable this transfer, and, the requirements
doc actually specifies this.

Of course, if the registrar is not providing the proper data there
should be ways to force correction of the behavior of the registrar.
Kick him out of the system, whatever.

But it all boils down to the policy of the registry.

Experience learns that it is difficult to fully check the correctness
of all of the data the registrar provides. This might be done by
having directly contacting the registrant for some of the information.
This is something what a ``thick'' registry might do and I believe
that the UK registry does something like that. A very ``thin''
(ultra slim) registry sit on the other end of the spectrum.

Therefore, we should be careful not saying too much about this
which might easily interpret as policy issues.
