i am not aware of
  o the iesg ever being asked to approve ietf-announce posts
  o bof/wg mailing list announcements going to ietf-announce

i think one just posts this stuff to ietf@ietf.org and to relevant wg
lists.  and one does it in separate mailings or something to prevent
massively cross-posted replies.

note that both the above are merely personal observations.
