It's just me on Christmas holiday. :-) This list is "subscribers only" in the sense that Majordummy implements it. Messages with "From:" matching any subscribed address or one of the "golden VIP" addresses (like the IETF secretariat, the area directors, me, other usual suspects ... ;-) are forwarded immediately. If it doesn't match, it's sent to the moderators (Ed, Jaap and me) for manual approval (or dismissal if it's pure spam). Bill sent the message from a different address than the one he's subscribed with, so it was caught in the moderators' filter waiting for manual approval, which was done when I just happend to take a peek in my mailbox, even though I'm on vacation. (Seems like Ed and Jaap are too. ;-). This slows down a few messages, but believe me, there's a fair amount of spam out there that _doesn't_ hit you thanks to this. So, if you want speedy transport, make sure you use the right sender address. I'm of course quite willing to change the policy if there are strong voices for it.
