bill, nice catch. this is boardering on goofy. i think this is the first time i've seen the congestion control on this list. this means it is way out in left field. if someone finnished doing a transport mapping for smtp, and decided to write yet-another-mapping, for uucp (hint to self), the users would be as concerned with the ietf as ... any users of uucp.
