I've gone ahead and created a transport list:

I'm currently subscribed but I'll unsubscribe once I see everything up and
running.  I'll moderate subscriptions (_not_ posts) until I hear otherwise
from Edward, Joap, or the transport design team in general (basically
I'll allow _only_ members of the design team to subscibe).

I propose sending a weekly digest to the general provreg list, but I'll
wait on a more general response before doing so.

I'm willing to do the same thing for the security and the protocol list,
but am worried that further unilateral action will get me in trouble.

George, Chris, Peter please send subscription emails and I'll push them
through.
