There's no need to restart the server. [That should only be needed whenever the software is replaced.] Even if there was a need for BIND to restart, there are other DNS implementations. Although it's common to confuse the DNS protocol with "what BIND does", this is a mistake. DNS protocol design shouldn't be predicated on what BIND can and can't do.
