One place where you can find code for it is in OpenSSH:

vanrein@rigoletto$ ssh-keygen -? 
Usage: ssh-keygen [options]
Options:
  -B          Show bubblebabble digest of key file.

vanrein@rigoletto$ ssh-keygen -B   
Enter file in which the key is (/Users/vanrein/.ssh/id_rsa): .ssh/id_dsa
1536 xizin-migyz-zuhim-lyvin-zimez-tusag-pymos-zotot-corit-dagad-huxox .ssh/id_dsa.pub


For Perl, there's a module Digest::BubbleBabble in Digest-BubbleBabble-0.01
