First - I should point out that there has been some movement on opt-in (DavidB pointed that out to me separately), I just missed the announcement. As far as "gaps" ("interstices?") in the hierarchy, the answer is no. This should be listed as a separate issue. Mostly because the intent is different (easier adoption in a zone vs. easier adoption in a tree/application) and the level of maturation of the work. Opt-In is at the point that where folks can take up sides, covering gaps in the tree is still in need of research. PS - The list is IMHO, so if anyone else has comments, you're welcome to send them.
