After going through our epp server code I believe we should go for the *not* backward compatible changes. In my opinion supporting another extension on the server side is if not trivial at least very easy. Server operators are always free to support the old namespace as long as necessary but anybody doing a new implementation would get it right from the beginning. Andrew, if we change the namespace version number servers can support the old way without any changes to the clients and the new (proper) way at the same time.
