Scott,

I have a couple of questions for clarification regarding object with pending
action:

Does EPP stipulate that at most one pending action is allowed per object?

To go a bit further, does EPP prohibit any transformation operation on an
object with a pending action? 

Of course, query-type of operations should be allowed.
