I would prefer a less complex alternative of having a freeform "reason" per
error result and not per error value.  Since an error response can contain
multiple error results, and each error result can reference multiple error
element tag/values, it would be simpler to have the "reason" an element of
the error result.  Multiple error results can be used to satisfy the error
reporting requirements.
