Yup. The document (whether a registry operational document, or an I-D) could
have referenced or modified existing schema, or proposed something useful. A
name value pair is simply ... pre-XML. Fine for RRP-esque things (no offense
intended to the RRP-esque afficianados), but infra-dig for EPP.
