On page 4 of "draft-hollenbeck-epp-tcp-01.txt", it says

"An EPP command MUST be a well-formed XML instance.  An EPP command
begins with an OPTIONAL (but RECOMMENDED) XML processing instruction,
followed by an <epp> element..."

Should we drop 'OPTIONAL' (and just keep 'RECOMMENDED')?  The two
mean different things according to RFC 2119.
