	To my mind, a handle has a single, specific use.
	It is a globally unique identifier, in Internet space,
	that marks the entit(ies) that are mapped to the
	intangibles that form the "assets" of the Internet, e.g.
	address blocks, ASNs, code points, DNS delegation points.. etc.
	
	In this manner, it functions alot like an employee number
	in a corporation.
