We have discussed of providing some authenticating factor to the registrant which would allow them to force a transfer between registrars. This seems more than sufficient. If a registrar isn't performing on behalf of the registrant, the domain can be transferred to another registrar who will. A per-transaction override seems like a bit much. Jordyn
