No, there will be discrepancies because some greedy loon "invents" a new
TLD. If the community manages to stomp those out, there will be
discrepancies because at some point the admin/tech contacts for a 2nd level
domain name will be different and domains will end up in the wrong hands.
If we do our homework, the technical differences will be minor. This of
course only as long as this is a bugfix/new features release of DNS, albeit
with a different port. 

So, where is the draft?
