If the page designer wants to force the client to go to a particular
host, then the page designer can feed the client an URL that maps to a
specific host.  If the page designer wants the client to go to any of
a set of hosts, then the page designer can feed the client an URL that
maps (via SRV or multiple A records) to a set of hosts.

I don't see a problem.
