that's a hyberbolic comment if ever i've heard one.  there would still be
caching.  TTL's would be the same as they are now, which means they'd have
to be reduced one TTL in advance of a renumbering event.

btw, i'm seeing a moderate amount (hundreds of packets per second to a /23) of
icmp from all of the companies (some white hat, some black hat) probing my
network for security problems.  traffic in and of itself is not a worry, is it?
