If you have version 0.3 installed and you do not need CERT there is no immediate reason to upgrade. The DNSSEC extensions are now available from http://www.ripe.net/disi/ as a patch: http://www.ripe.net/disi/SRC/patch-0.19-DNSSEC-0.4.
