RE: I-D on Uniform Treatment of Pending Action Notification in EPP

OK, call me fickle, but after thinking about this for a few more hours,
reading the draft again, and getting away from the office I think I know of
a way to make this action completion notice thing work while making everyone
happy.  We're already doing something similar when <transfer> command
actions are completed; consistency would be a good thing.  I'll work up an
example and send it to the list tomorrow morning.
