I would like to back off a bit to talk about the problems before jumping on
solutions. Specifically, I have two questions to the list:

The first question has to do with 1 IP address. Suppose company X has
created a host object fake.x.foo using IP address 1.2.3.4, which is NOT the
IP address that X is allocated to use. This host object is NOT being used as
a nameserver for x.foo. Now company Y, who has the IP address, is trying to
create a host object real.y.foo. 
- If the 1 IP address policy is imposed, then the creation of real.y.foo
will be rejected. Company Y wants to find out why this is the case. The
question is how.
- If no such policy is in place, how can the registry prevent IP address
hijacking from company X (intentionally or un-intentionally)?

The second question has to do with whois. Since not all host objects are
nameservers, they are not necessarily associated with registered domains.
Are those non-NS host objects also stored in the whois database?
