Command line works just fine for me, though I do have problems getting to
the server via http from my office environment:

I _have_ seen some strange behavior when trying to do an "ls" command in
either /pub or /pub/epp, but the "dir" command seems to work for me quite
well.  I can do the above using both Sun Solaris 2.8 and Windows 2000; what
kind of client are you using?
