In your remarks concerning 3.4.5 [2], transfer of social data, I appreciate
that the status of personal information is jurisdictionally scoped. 

I hope that my notes, beginning with yesterday's on the ACCESS element, and
continuing today and tomorrow, which will propose a P3P-inspired metadata
labels capable of expressing both the data collection practice, and the
jurisdictional scoping, will provide the mechanism to meet this requirement.
