	It's easy enough to make nameservers choose a root server
	at random to transfer from:-)

	Good to hear that you agree with me that it is service
	level that is driving this and not politics.  Now can you
	make the motivation section reflect that and the belief that
	most of us in this working group have that there are parts of
	the world that don't have reasonable service levels and it is
	because there are not enough "slots" available to put root
	servers everywhere they should be to get these reasonable
	service levels.
